Rada refused to include in agenda the draft law extending the implementation language of the article in education by 2023

The Verkhovna Rada did not support the inclusion in the agenda of the session of the parliamentary bill No. 9287, which proposed to extend the implementation period of the language articles of the law on education.

As the correspondent of Agency “Interfax-Ukraine”, the speaker of the Parliament Andrei Parubiy was twice put to the vote the question on the agenda of the bill, however, MPs gave less than 180 votes for the minimum required 226.

The authors of the document propose to amend the transitional provisions of the education act a provision that members of national minorities of Ukraine, whose languages are official in the EU, if they began to receive secondary education in the language of the respective minorities until September 1, 2018, will continue to receive such education until September 1, 2023 with a gradual increase in the number of school subjects in the Ukrainian language.

The corresponding bill №9287 initiated the people’s representatives headed by the head of the Committee on science and education Alexander Spivakovsky (fraction “Block of Petro Poroshenko”).

Earlier, the Minister of foreign Affairs of Ukraine Pavlo Klimkin stated that he supports extension of 4-5 years of transition, the implementation language of article 7 of the law on education.

28 September 2017 entered into force the law of Ukraine “On education”, which, among other things, determines that the language of the educational process in educational institutions is the state language, but in accordance with the educational program can be taught one or more courses in two or more languages – Kazakh, English, other official languages of the EU. Persons belonging to national minorities guaranteed the right of education in native language along with the Ukrainian language in separate classes (groups) of public institutions of preschool and primary education.

The Ministry of foreign Affairs of Hungary announced the country’s intention to block the rapprochement between Ukraine and the EU because of the law on education.

The Ministry of foreign Affairs of Ukraine has sent the law to the Venice Commission. On 8 December the Ministry of education and science of Ukraine reported that the Venice Commission did not support the charges of Hungary in narrowing the rights of national minorities in the article about the language of instruction in the law of Ukraine “On education”. The Department stated about the readiness to implement the Commission’s recommendations and has developed three models of implementation language articles in the law “On General secondary education”.

In the EU in July urged Ukraine to respect the rights of national minorities and implement the recommendations of the Venice Commission on the law “On education”, based on meaningful dialogue with representatives of national minorities. “We agreed on the need to ensure respect for the existing rights of members of national minorities, as indicated in the UN conventions and the Council of Europe and related protocols; to ensure non-discrimination of persons belonging to minorities and respect for diversity”, — said in a joint statement after the summit Ukraine-EU in Brussels.

In particular, the EU urged Kiev to enact legislation extending the transitional period until 2023, which regulate the proliferation of article 7 of this law concerning the language education to private schools.
