The constitutional Commission is to soon hold a meeting about changes to the Basic law in the Crimea, Chubarov

People’s Deputy of Ukraine (fraction “Block of Petro Poroshenko”), the Chairman of the Majlis of the Crimean Tatar people Refat Chubarov considers urgent meeting of the Constitutional Commission on amendments to the Basic law regarding the Crimea.

“I think right now, from the point of view of interests of Ukraine, the time to have this meeting, then during the voting in the Verkhovna Rada decided all political forces — whether they think about the future of the Ukrainian Crimea, or simply say one thing and then doing another,” — said R. Chubarov to the Agency “Interfax-Ukraine” on Monday.

He found it difficult to answer the question of why the Constitutional Commission is not going to, if the working group all questions have been worked and prepared. “I do not see any obstacles for the speedy hearing of the Commission,” — said R. Chubarov. However, he suggested that perhaps the Commission is not going for some political reasons.

According to the MP, the essence of the constitutional amendments proposed by the working group is to the right of the Crimean Tatar people to self-determination.

“We finally demonstrate that is the source of the Crimean autonomy. We have it clearly recorded that the source of the Crimean autonomy is the right of the Crimean Tatar people to self-determination as an indigenous people in Ukraine”, — said R. Chubarov.

He also noted that the working group proposes again in the Constitution that Crimea is part of Ukraine. “Well, obviously, we reiterate that Crimea is an integral part of the Ukrainian state”, — said Chairman of the Majlis.

“We try to write out the powers of representative and Executive bodies of the Crimean autonomy. We try to write out a mechanism that could balance the capabilities of representation and protection of the rights of all who live in the Crimea, including the Crimean Tatars as an indigenous people. There we contemplated the principles that could then result in specific legal mechanisms, for example, in laws on elections of representative body of the autonomy, the law on the formation of the Executive authorities of the autonomy”, — said R. Chubarov.

He also said that the working group brings to the discussion of the Constitutional Commission the three version of the name of autonomy.

“This is what we must vote on the Constitutional Commission. Today, there are three proposals — the Crimean autonomy, to preserve the name that exists today — the Autonomous Republic of Crimea and the Crimean Tatar autonomy. But this would solve the Constitutional Commission,” — said the MP.

As reported, the working group on amendments and addenda to the Constitution of Ukraine concerning the Autonomous Republic of Crimea and Sevastopol was established in may 2017.
