As UNIAN correspondent, the head of state signed the law at a ceremony on the occasion of the National Day of police in Kyiv today.
“In your presence sign the law “On Disciplinary Statute of the National police of Ukraine”. It defines the powers of the police and their leaders, types of incentives and disciplinary penalties and the procedure for their application and appeal. Strict observance of the Charter, I am sure, will lead to further growth of trust from the citizens and among the police ranks – will add the order”, he said.
“In addition, a Handbook Charter shall be for the National anti-corruption Bureau of Ukraine and the State penitentiary service of Ukraine, on which it applies,” – said the head of state.
As UNIAN reported earlier, on March 15 the Verkhovna Rada adopted the law “On Disciplinary Statute of the National police of Ukraine” (No. 4670).
According to the Charter, the police, in particular, are obliged to comply unconditionally with the orders of the heads given (issued) to the limits of their powers and in accordance with the law; to refrain from actions which hinder other officers to fulfill their responsibilities and undermine the credibility of the National police of Ukraine; to refrain from statements and actions that violate human rights or degrading the honor and dignity of the person. Also noted that during service the police are not allowed to be in a state of alcoholic, narcotic or other intoxication.
Also, the Charter defines the rights of police officers in the performance of official duties.
In particular, in the performance of official duties, the police is subject only to his immediate and direct supervisor. Also determined that the order may be issued orally or in writing, including using technical means of communication. It is prohibited to give (publish) an illegal order or one which is not connected with office activity of police or beyond the scope of official (functional) duties of the Manager.
