The Ukrainian delegation at the October session of the PACE will resist the scenario of the Russian Federation on return of its delegation to the Assembly

The delegation of the Verkhovna Rada in the parliamentary Assembly of the Council of Europe (PACE) will oppose the attempt to eliminate the sanctions system in the organization, allowing delegation of the Russian Federation to return to the Assembly, said the head of Ukrainian delegation Volodymyr Ariev (fraction “Block of Petro Poroshenko”).

“These days, decide whether parliamentarians from across Europe to voluntarily destroy their capabilities under the influence of the Secretary General of the Council of Europe (Thorbjorn Jagland — if), which is lobbying for the elimination of the entire sanctions system at the request of the Russian Federation? (…) If the plan is Pro-Russian lobby’t work, you will have but a short time before the celebration in Moscow of the destruction of the organization that aims to defend democracy, the rule of law and human rights”, — wrote Vladimir Aryev on his page on the social network Facebook on Monday.

“The Ukrainian delegation will resist this scenario by all means”, — added the MP.

Session of PACE in Strasbourg from 8 to 12 October.

As reported, the PACE in 2014, has deprived the Russian delegation’s voting rights, and also introduced a number of other restrictions after the aggression of Russia against Ukraine. In 2017, Moscow has suspended the payment of a part contribution to the budget of the Council of Europe.

In the autumn session October 9 in the PACE plans to discuss amendments to the rules of the organization, complicating the procedure of deprivation of voting rights of national delegations. The speaker will be the Deputy from Belgium Petra De Sutter (De Sutter Petra).

We are talking about the draft resolution the adoption of which will allow to restore full participation of the Russian delegation in PACE in January 2019. Prepared for the Assembly’s consideration of the amendment did not introduce a ban on the deprivation of the national delegations of their rights, including the right to vote, but somewhat complicate authorize the procedure. For example, to challenge the powers of delegation, under the proposed changes, will be not a majority vote, as provided for in the present, and two thirds.

On September 18 the Verkhovna Rada of Ukraine adopted a statement in which he indicated that the removal of the restrictive measures of the Russian delegation to PACE to bypass the resolutions will mean recognition by the Assembly of his political insolvency and forcing the Ukrainian Parliament to reconsider the foundations and mechanisms of cooperation with PACE.

Speaking from the rostrum of the Parliament, head of the Verkhovna Rada delegation to PACE Vladimir Aryev said that Russia has not complied with more than 10 resolutions, which were adopted by the Assembly during the last 4 years.

“Russia resorted to outright blackmail of the Council of Europe, will cease funding, which is 7%. Unfortunately, all attempts to agree on to the rest of the country offset these losses, have not led to the result. Because Russia has a very powerful friend in the person of the Secretary-General of the PACE of Torbjorn Jagland, who is trying to make Russia were returned,” he said.
